Ending a war requires a perspective on how to end it and what kind of conditions are to be created afterwards that result in a durable peace. The US national security/foreign policy establishment has no such perspective. It's quite possible that the last US president who had such a perspective was Franklin Roosevelt who definitely had post war plans for rebuilding major areas of the world in a sort of global New Deal, but those plans were never realized because he died too soon.
